Here’s what the Conservative manifesto has to say on Welsh devolution:

In Wales we will work with the Assembly and give the Welsh people a referendum on whether to keep the Assembly in its current form, increase its powers or abolish it.

What the manifesto doesn’t say is how this vote would be conducted. What if 33 per cent vote for more powers, 33 per cent vote for the status quo, and 34 per cent vote for abolition?

The only fair way to resolve this would be to give the electorate a first and second preference vote.
